User Property DisableComplianceCheck=Y Does Not Work When Using WebTools to Update LOVs (Doc ID 2600338.1)

Symptoms

The user property DisableComplianceCheck is not working when using Webtools. The parameter is suppose to suppress the error codes SBL-SVC-52160 or SBL-SVC-52159 when updating LOV records, but it is not having any effect when using WebTools. It is needed in case there are LOV records with a duplicate combination of the Display Value and LIC. From versions Siebel 17.0 to 19.4, it was not possible to update LOV records through the Siebel Client in the view Administration - Data > List Of Values, so the records could not be updated.

As per Doc Id 843895.1, user property DisableComplianceCheck was introduced in Siebel 8.1.1.2 to allow Administrators to make any corrections.

The issue can be reproduced at will with the following steps:
1. Follow Doc Id 843895.1 to add user property DisableComplianceCheck to the related Business Components.
2. Log into WebTools.
3. Attempt to modify a LOV that has the same LIC or Display Name as another LOV. The error will occur, which means the user property is not working.

Due to this issue, Administrators are unable to update LOVs and make any corrections.

Changes

The issue was found when attempting to use WebTools.
