According to the 19.9 Siebel Security Guide the below line has been mentioned under the section "Communicating with More than one Authentication Server":

If the Application Object Manager can communicate with the primary server, but LDAP functionality on the server is not available , then failover to the secondary server does not occur"

What does "can communicate with the primary server" mean? Does it mean a ping or does it establish a connection?
