When Trying to Resume the Call Recording Using Custom Code Calling CTI Command It Fail With Error SBL-CSR-00211 - "Command 'CallRecordingResume' is disabled under current context" (Doc ID 2601700.1)

On : 16.19 [IP2016] version, Configuration - General

Siebel CTI user trying to resume a call recording after pause it, fails to resume the call recording due the following error;
Command 'CallRecordingResume' is disabled under current context.(SBL-CSR-00211)

This is been trigger by custom code, but also in the Siebel CTI Toolbar the button is disabled, the expected status should be enabled. The user should be able to successfully pause the recording clicking on Pause Recording CTI Toolbar button or trigger by code.

The following error can be observed on the SComm.log
Command 'CallRecordingResume' is disabled under current context.(SBL-CSR-00211)

The issue can be reproduced at will with the following steps:

1) Login to Siebel with a Siebel CTI user
2) Receive a inbound call or execute an outbound call on the Siebel CTI Toolbar
3) Click on button to start Recording.
4) After a while click on button to pause the Recording
5) After that Invoke Toolbar Command "CallRecordingResume" through scripting
ctiSvc = TheApplication().GetService("Communications Client");
ctiInputArgs = TheApplication().NewPropertySet();
ctiOutputArgs = TheApplication().NewPropertySet();
ctiSvc.InvokeMethod("CallRecordingResume", ctiInputArgs,ctiOutputArgs);
6) The above error show up, also the button to resume recording is disabled.
