What are available options if DEV or DR DB Backup is lost (Doc ID 2606769.1)

Goal

user question :

Customer reported loosing Development DB (Database) and also DB (Database) back up and there were no flashback point for DB.

This occurred after flattening and full publish to the reported DB (Database) in Dev environment. Hence only RR(Runtime Repository) tables present and not full DR (Design repository)

What are the possible options in such cases : 

If a DB (Database) refresh cannot be done from Higher to Development as all the objects will be wiped due to PRODUCTION mode (RR(Runtime Repository) table mode).
