"Server busy" on Fresh Installation of Siebel 15.18 on Linux . In the OM log, Error "The DLL 'sscaspbc.dll' could not be loaded.(SBL-DAT-00170)" (Doc ID 2607286.1)

Symptoms

Fresh installed Siebel 15.18 on Oracle OCI , but Siebel Server does not come up, components exit with different errors.

Going to eCommunications Object manager (OM) url, the login page gives "Server is busy"  errors. 

The following errors is seen in the OM when attempting to login:
