Symptoms

Unable to add/deploy new siebel server to the existing enterprise using SMC


applicationcontainer/log/configagent.log under second siebel Server shows:

[ERROR] 2019-11-05 04:25:52.962 [https-jsse-nio-9021-exec-6] CAG_LOGGER - com.siebel.opcgw.cloudgateway.configagent.Enterprise.EnterpriseConfigAgent:Error in creating server configuration response file /webapps/sie/ses/siebelserver_sblsrvr2.resp (No such file or directory)
java.io.FileNotFoundException: /webapps/sie/ses/siebelserver_sblsrvr2.resp (No such file or directory)


The issue can be reproduced at will with the following steps:
1. Upgraded from Siebel 2015 to 19.7. Added one siebel server successfully.
2. When trying to deploy the second siebel server, getting error.
