Symptoms

After upgrade from 15.x to 19.x following custom webtemplate is missing in SIEBEL.S_WEB_TMPL table and therefore control is not rendering:

XXX_XXXXX_eCfgRelationContentsPriceQuantityPromoInlineAttribGridJS_QuoteRevamp

The issue can be reproduced at will with the following steps:
1. Customer run upgrade and SWT2Clob
2. Specific webtemplate is missing in webtools
