Siebel Native Load Balanced Siebel Server Is Not Picking Up Requests with SCBroker SBL-SCB-00005 "Connection timeout waiting for message" (Doc ID 2611426.1)

Symptoms

Siebel Sessions are not getting properly initiated in one of the Siebel Servers, hence the load on other servers is getting increased.
Sometimes it reaches the max task in other servers which leads to server busy or application slowness issue.
The following is related error found in the detailed SCBroker log file:
