Gateway Cluster Deployment Failure Due to Error "Have smaller server identifier, so dropping the connection" in the Zookeeper Log File (Doc ID 2612087.1)

Symptoms

When attempting to deploy Gateway Cluster with 3 nodes it fails.
After increasing the Zookeeper logging, as per the instructions on the Doc ID 2555834.1, the following error is found when attempting to deploy the Gateway Cluster profile:
