Gateway Cluster Deployment Failure Due to Error "Have smaller server identifier, so dropping the connection" in the Zookeeper Log File

Symptoms
When attempting to deploy Gateway Cluster with 3 nodes it fails.
After increasing the Zookeeper logging, as per the instructions on the Doc ID 2555834.1, the following error is found when attempting to deploy the Gateway Cluster profile:
