Siebel F5 Load Balancing URL Does Not Route Requests And Server Busy Error Encountered With F5 Load Balanced Virtual Server URL Definition (Doc ID 2613043.1)

Symptoms

When attempting to access Siebel application using F5 load balanced URL, application fails and the following error occurs.

ERROR
-----------------------
The server you are trying to access is either busy or experiencing difficulties. Please close the Web browser, open a new browser window, and try logging in again

STEPS
-----------------------
The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Upgrade to Siebel version IP2017 or later
2. Setup load balanced URL using F5
3. Test to see if F5 URL comes up
