EAI HTTP Transport Fails to Call a REST Endpoint Protected by OAuth Authentication (Doc ID 2613372.1)

On : 16.11 [IP2016] version, Siebel EAI

ACTUAL BEHAVIOR
---------------
In IP2016, trying to mimic an outbound REST call with EAI HTTP Transport in BS simulator is not yielding the expected results.

EXPECTED BEHAVIOR
-----------------------
the expectation is the call should work the same way it does in SOAPUI.
It is unclear what does not work though. there are no errors in the logs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to BS simulator and make an http call to a REST endpoint which is protected by OAuth Authentication. Notice no response.

2. Run the same call in SOAPUI with same inputs and confirm the call works.
