Blank Account Form Applet in the Account View After The Siebel Upgrade IP2016 (Doc ID 2614976.1)

An empty form applet shows in the Account screen after upgrade to Siebel IP2016.  

The issue can be reproduced at will with the following steps:
1. Open application > Navigate to Accounts Screen.
2. Left pane shows Search Results
3. Right pane shows an empty Form Applet
