How to Identify Who Last Updated an Object In Tools as "Last Update By" Has LoginId of Person Who Delivered the Changes (Doc ID 2617935.1)

Goal

When a workspace is delivered to the main branch, it will change the Created By and Last Updated By fields on that record to reflect the person that actually pushed the Deliver button and not the developer who made the actual changes.

Example:
Dev1 creates a workspace
Dev1 edits a Business Component
Last Updated By on BC is set to Dev1
Dev1 submits his workspace for delivery
Lead1 delivers Dev1 workspace to main branch
Last Updated By on BC is set to Lead1

Is this expected behavior? If it is, how would someone know who last updated that object in tools?
