Workflow Job Remains Queued and EIM Jobs Are Not Getting Processed As Well (Doc ID 2620087.1)

Symptoms

Batch jobs are getting queued up, and SRBroker component is using all available tasks.
SRBroker is currently using default settings.
There are many components that are not required on this QA environment. In total there are 160 components on this Siebel Server.
