Can Not Login after Applying Siebel 19.8 Update: incorrect TLS server.xml setting (Doc ID 2620100.1)

Symptoms

After applying the Siebel 19.8 Update the Siebel Login screen appears however users are unable to login to Siebel.

Monitoring the Siebel Login screen rendering with the Web browser tools Network tab, the following javascript files 400 errors can be seen.
