DB2 Error: "Numeric Value Out Of Range" While Delivering The Workspace (Doc ID 2622726.1)

Symptoms

Not able to deliver any workspace from Web Tools as well as traditional Siebel Tools after upgrading from IP16 to Siebel 19.

While try to deliver the workspace it is failing immediately with the following error in the UI:

An error has occurred executing a Sql statement.
Please continue or ask your system administrator to check your application
configuration if the problem persists.(SBL-DBC-00105)


Also it shows the following errors in Web Tools or Siebel Tools log file:

Reproducible Steps:

1. Login Web Tools using SADMIN
2. Create the workspace
3. Change any object
4. Create versioning and submit
5. Click on Deliver

The issue is coming every-time even for a very small changes in the work-space (like modifying the comment).
