IP 2017: Seeing Multiple Objects In Siebel Web Tools And Cannot Edit Within Workspace (Doc ID 2625676.1)

Symptoms

Seeing multiple Objects in Siebel Web Tools and cannot edit within workspace, before started after a siebel server restart and same environment was working correctly before.

The issue can be reproduced at will with the following steps:
1. Login to webtools
2. Check Application
3. Seeing several records with same name as Siebel Service Portal, related to other workspace and not only the one which was open
4. After opening a development workspace with Editable Status as well, developer is not able to edit any object.
