Symptoms

After upgrading Windows version 2008 R2 to 2012 with same siebel IP 2013 Version (8.1.1.11.15),

STEPS:

1. While trying to run local Siebel database (LocalDB) Extract for Mobile users as Generate a new database process of Setting Up Local Databases, (URL:https://docs.oracle.com/cd/E14004_01/books/DevDep/SetupDevEnv3.html)

2. Reported failing with below errors codes are  in Component OM logs.  
3. The same error can be found when running the utility keydbmgr.exe under \sba81_root\siebsrvr\BIN folder when Siebel Strong Encryption Package (SSEP) is enabled.

Error 1. :
The local Siebel database was not found.  
Would you like to connect to the Siebel Remote server to initialize the local database?(SBL-SFR-00117)      <------ Primary Error to look for.
Cleaning up... this may take a while.

Error 2 :
SBL-SVC-00281: Internal: error occurred during password decryption.

OM log entry:
CryptEngine CryptEngineError 1 000000025e142028:0 2020-01-07 11:25:50 Decrypt failed with 10879085. Error during encryption or decryption operation by the RC2 Encryptor.
ObjMgrLog Error 1 000000025e142028:0 2020-01-07 11:25:50 (keymanager.cpp (268)) SBL-SVC-00281: Internal: error occurred during password decryption.      <------ Primary Error to look for.

Changes

Missing Siebel Strong Encryption Package (SSEP) files.
