Unable To Attach .EML File To Attachments Applet Throwing SBL-SVC-00184 Error (Doc ID 2630056.1)

Symptoms

On : 19.8 version, Client Functionality

Siebel Attachment Failing when we are trying to attach .EML files, instead system is throwing below error message in 19.8


ERROR

Error occurred while creating file in file system. Please contact your system administrator.(SBL-SVC-00184)

ORA-01400: cannot insert NULL into ("SIEBEL"."S_ACCNT_ATT"."FILE_DEFER_FLG")


The issue can be reproduced at will with the following steps:
1. Go to Account >>Attachment view
2. Click on 'New File' button
3. From popup window selected 'Original_Message__9.eml' file thrown below error message
[1]Error occurred while creating file in filesystem. Please contact yoursystem administrator.(SBL-SVC-00184)

[2]Value too long for field 'AccntFileExt' (maximum size 10).(SBL-DAT-00235)

4. Upon click on 'Ok' button a Attachments record is created with Attachment name "image004" and tried to save the record thrown below error message

[1]An error has occurred writing to a record.Please continue or ask your systems administrator to check your application configuration if the problem persists.(SBL-DBC-00111)

[2]ORA-01400: cannot insert NULL into ("SIEBEL"."S_ACCNT_ATT"."FILE_DEFER_FLG")
