Bulk Request Modify Order Created With Incorrect Action Code For Installed Assets

Symptoms
On : 15.18 [IP2015] version, Order Management
While creating an Modify order from Bulk Request Child product is getting created with wrong action code Delete instead of Add
Same when we tried from UI by navigating to Account>>Installed Asset, Modify Order is getting created with correct Action Codes
The issue can be reproduced at will with the following steps:
1. Created below product Structure
- Promotion - Min = Max = Default = 1
- |-RootProduct
- |- ProductLevel_2.2 Min = Default = 1
- |-ProductLevel_2.1 Min = Default = 1
- |- ProductLevel_3
Constrain Rule on 'RootProduct' is: Selection of ProductLevel_2.1 >> ProductLevel_2 >> ProductLevel_3 >>ProductLevel_3 excludes selection of ProductLevel_2.2 from ProductLevel_2.2
2. Created Order with added Promotion and below is the Product Structure and provide service id as 'Test Serv Id'
- Promotion
- |-RootProduct
- |- ProductLevel_2.2
- |-ProductLevel_2.1
3. Auto Asset and Asset got created with below structure
- Promotion - New Item
- |-RootProduct - New Item
- |- ProductLevel_2.2 - Engine Picked Item
- |-ProductLevel_2.1 - Engine Picked Item
4. Place Bulk Modify Order as below
A) Action Set Details :-
Account = Test Account
Type = Modify
Child Type = Service Id
Scope = Include
B) Instances details :-
Service Id = Test Serv Id
C) Actions details :-
Action Code = Add
Base Product = Root Product
Component Product = ProductLevel_3(Pick the value from pick applet)
6. Submit the Bulk Request
7. Order created with below structure
- RootProduct - Action "-"
- |- ProductLevel_2.2, Action "-"
- |-ProductLevel_2.1, Action "-"
- |- ProductLevel_3, Action "Delete"
expected in Bulk Modify Order:-
- RootProduct - Action "-"
- |- ProductLevel_2.2, Action "Delete"
- |-ProductLevel_2.1, Action "-"
- |- ProductLevel_3, Action "Add"
