INTERMITTENT BATCH JOBS ARE FAILING WITH ONE OF GATEWAY NODE IS DOWN WITH GATEWAY CLUSTER (Doc ID 2635523.1)

Symptoms

Siebel 19.6 environment where gateway cluster is implemented with 3 nodes. When performing different test cases with gateway cluster fail over scenarios, there is new issue reported where batch component jobs like workflow, EIM are intermittently failing when any one of the gateway registry is down. In logs we could see below error

STEPS

The issue can be reproduced at will with the following steps:
1. Install siebel
2. setup gateway cluster with 3 nodes
3. stop any one of gateway node
4. Observe intermittent batch component jobs are failing
