After Performing Publish and Re-start of Servers Some of The Components are Not Coming Online (Doc ID 2635534.1)

Symptoms

We have performed publish of objects and re-started servers. After server re-start some components like EAI, Workflow are not coming online.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Publish objects

2. Re-start siebel server
3. workflow & EAI components are not coming online
