Workflow list is empty while defining Actions for Product Offers on IP19

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Go to Administration - Product - Product Offers
2. Create a Offer
3. Define Response
4. Define Action with Action Type as Run Process
5. Select Workflow Name by invoking Pick Applet
