Workflow Picklist Is Empty While Defining Actions For Product Offers In RR Environment (Doc ID 2635960.1)

Symptoms

When trying to create an Action for a Product Offer Response, the Workflow Process PickApplet is empty in RR environment

The issue can be reproduced at will with the following steps:
1. Go to Administration - Product - Product Offers
2. Create a Offer
3. Define Response
4. Define Action with Action Type as Run Process
5. Select Workflow Name by invoking Pick Applet
