Number of tasks is not as expected when the Loyalty Batch Engine starts

The Loyalty Batch Engine should start and run all expected tasks

The issue can be reproduced at will with the following steps:
1. Start the Loyalty Batch Engine
2. Review the number of tasks running
3. This is less than the number of tasks expected
