Unable to Start Siebel Services : Failing With Error Authentication failed for user SADMIN (Doc ID 2639655.1)

Symptoms

When user try to start siebel services  the following error is seen 

siebsrvr.log 


GenericLog GenericError 1 000000025e2918d9:0 2020-01-23 12:53:51 (scfsis.cpp (64) err=1310749 sys=0) SBL-SVR-00029: Internal: Shared memory has not been initialized.
GenericLog GenericError 1 000000025e2918d9:0 2020-01-23 12:54:01 (siebsvc.cpp (311) err=2555922 sys=0) SBL-SCM-00018: Could not open connection to Siebel Gateway configuration store ((null):(null)).
