Siebel Server Fails to Start & SRVRMGR Errors With Code "SBL-SCM-00018: Could not open connection to Siebel Gateway" After Upgrading to 19.12 (Doc ID 2641738.1)

The Siebel environment was upgraded from Siebel IP 16.8 to Siebel 19.12, IRM was ran successfully.

After deploying all profiles in the Siebel 19.12 environmnet, the Siebel server failed to start and srvrmgr is also giving an error while connecting.

b. Put the entire error message and command line portion into a Code Block

c. Trim the error message/command line entries to just the relevant part, so it would have this instead:

[siebel@siebel. bin]$ srvrmgr /g siebel:9011 /e SBA_82 /s SSIA17 /u sadmin /p xxxxxx

SBL-SCM-00018: Could not open connection to Siebel Gateway configuration store

The issue can be reproduced at will with the following steps:
1. Install Siebel 17 as fresh installation
2. Run upgrade
3. Deploy all profiles for gateway, enterprise & siebel server

4. After start, siebel server failed to start and srvrmgr not connecting
