Symptoms
When using Siebel application to send an outbound REST call to an external system with accented characters for non-English languages, the characters are not handled/preserved properly.
The following scenarios could occur:
Scenario # 1: For Japanese characters, the outbound request does correctly send the Japanese characters to the external system.
However, the Siebel application side's siebeljbs_1.log that captures the outbound payload information does not show the Japanese characters, it shows the characters like these instead:
