After Siebel upgrade to IP17 was completed, the following KM was followed to avoid SBL-DAT-00381 error on delivering the workspace:

After Upgrading Siebel DB to IP 2017 or higher When Delivering A Existing Workflow Which has Multiple Workflow Versions It Fails With Error SBL-DAT-00381 (Doc ID 2368349.1)

However, the following different error occurred while delivreing the workflow process changes.

The deliver failed with error:
Base version is not available. Hence cannot perform Incremental Publish.(SBL-DAT-60279)
