LoyEngineBatch Component does not Process Transactions in Queued if LoyEngineBatch is Restarted. Only Occurs with TLS Enabled. (Doc ID 2644809.1)

Symptoms

The following behavior is seen :

  1. All components have TLS encryption (except ServerMgr);
  2. When Siebel server is re-started, LoyEngineBatch component starts and runs as expected.
  3. In this situation the status of the component is Running when checked from Server manager;
  4. When LoyBatchEngine component only is re-started (component shutdown and startup) - it starts, but Status is Online and does not process the Queued Transactions
