LoyEngineBatch Component does not Process Transactions in Queued if LoyEngineBatch is Restarted. Only Occurs with TLS Enabled.

Information in this document applies to any platform.
The following behavior is seen :
- All components have TLS encryption (except ServerMgr);
- When Siebel server is re-started, LoyEngineBatch component starts and runs as expected.
- In this situation the status of the component is Running when checked from Server manager;
- When LoyBatchEngine component only is re-started (component shutdown and startup) - it starts, but Status is Online and does not process the Queued Transactions
