Siebel Approval Manager (SAM) Outbound SMTP Email Fails With Error "530 SMTP authentication is required"

Information in this document applies to any platform.
When use the server which "REQUIRES" SMTP authentication, the SMTP outbound emails start to fail with error "530 SMTP authentication is required". The credentials were already provided in the mail.properties file during installation.
com.sun.mail.smtp.SMTPAddressFailedException: 530 SMTP authentication is required
The issue can be reproduced at will with the following steps:
1. Log into Siebel Approval Manager (SAM)
2. Choose Administration screen > Users view
3. Create a new user by entering the Name, Email Address, and Manager columns
