Expression Designer Popup Applet Doesn't Works For Customer Expectation Manager (CEM) Rules (Doc ID 2647369.1)

Symptoms

(1) Login to Siebel client.

(2) Go to [Site Map]->[Administration - Application]->[Customer Expectations Manager] view.

(3) Click the right edge icon on 'Condition Expression' field. Instead of displaying Experssion Designer pop-up, a pop-up with the following content is displayed:
