IP 17: Application not accessible after new Installation (Doc ID 2649674.1)

Symptoms

On : 19.12 version, System Admin

After Performing new Install of Siebel 19.12, server is up and running but application shows server busy error. The below error is logged in UI.log and AOM log

Unable to create session : Error occurred while login for user : GUESTCST No records exist for the current query.(SBL-DAT-00468)
