Incremental Run time Repository Fails with Error 'Unable to Get Watermark' (Doc ID 2650461.1)

Symptoms

On : 18.12 version, System Admin

While trying to execute Incremental Run-time Repository the export fails with watermark issue and below error is logged in migration.log

[ERROR] 2020-03-18 10:53:18.892 [https-jsse-nio-9001-exec-12] Migration - com.siebel.migration.server.MigrationExecution:getWatermarkFrmFile Error: watermark missing in JSON Object
[ERROR] 2020-03-18 10:53:18.892 [https-jsse-nio-9001-exec-12] Migration - com.siebel.migration.server.Transaction:createTransactions Error occured and the error message is watermark missing in JSON Object
