OBIEE Screen In Siebel Client Shows Sign In Error After Chrome Was Updated

Symptoms
On Monday, March 16th, the customer no longer can access OBIEE screen from Siebel Client on Chrome and shows the sign in error like below:
Unable to Sign In
Unable to establish a session. This can be caused 1) an extra slash in the URL above (for example "//analytics" or "/analytics//"), 2) cookies are disabled in your browser, or 3) javascript is disabled in your browser. Please see your system administrator if additional help is needed.

There is no issue with IE browser.
