Resume Instance Of Long Running Workflow Is Getting CANCELED (Doc ID 2651306.1)

Symptoms

After upgrading to 19.7, 'ResumeInstance' of long running Workflow gets canceled with the following error and because of this 30k SRM requests are canceled per day.
