RTE event triggering intermittently on Patchset19.7.
RTE should be triggered as per the expression added, the first time.
The issue can be reproduced at will with the following steps:
1. Open Application > Go to Activities and set the first activity to Done > RTE is not triggered
2. Update second activity and so on > event gets triggered properly
3. Update first activity to Done > RTE is not triggered
4. When the same activity is changed to Cancelled > RTE gets triggered
