Siebel BI Publisher Reports Fails With Error "unable to find valid certification path to requested target"

Symptoms
1. In Siebel - BIP Integrated environment reports execution fails with generic error "SBL-RPT-50524' and the following detailed error can be found in XMLPReportServer log file
SBL-EAI-04308: Operation 'runReport' of Web Service 'http://xmlns.oracle.com/oxp/service/v11/PublicReportService.PublicReportServiceService' at port 'PublicReportService_v11' failed with the following explanation: "java.lang.RuntimeException: oracle.xdo.security.ValidateException: javax.net.ssl.SSLHandshakeException: sun.security.validator.ValidatorException: PKIX path building failed: sun.security.provider.certpath.SunCertPathBuilderException: unable to find valid certification path to requested target".
2. Siebel Security model also do not work on BI Publisher side, which means we cannot able to Login to BI Publisher with Siebel security credentials. bipublisher.log shows the below error
