Siebel Invoking EDQ Matching Does Not Return Matches, It Hangs And Has Error "Problem sending web service request: Connection refused: connect" (Doc ID 2653284.1)

Symptoms

When trying to create/update a Contact record from Siebel, it just hangs there and do not match the Duplicates.

It should match the record and show the Potential Duplicates Popup Applet.

Based on main0.log  from EDQ, the following behavior was observed:
