Siebel Server & Srvrmgr Failed to Connect to Gateway with Error "SBL-CSO-01013: Internal: the SCC context has not been initialized"

Unable to start siebel server after updating to 20.2, rollback to previous update also did not help.
When attempting to connect in the siebel gateway using the srvrmgr the srvrmgr hangs and the following error occurs in the log
