ACTUAL BEHAVIOR

XMLPReportServer component is not coming online after server restart.
EXPECTED BEHAVIOR
-----------------------
XMLPReportServer component should come online.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup Siebel BIP Integration with Siebel Security Model
2. Setup XMLPReportServer component for reports
3. Restart server and check to see if the XMLPReportServer component comes online
