Email not Getting Received by Recipients in Email Marketing Campaign (Doc ID 2656558.1)

Symptoms

Emails were not being received by recipients when running the Email Marketing Campaigns.

On the Siebel side, all of the Campaign Workflows complete without any errors and ESD does not show any obvious errors. There is connection between Siebel and ESD, and also connection between ESD and the MTA server.

To reproduce the issue, simply create a Email Campaign, then load and launch it.

This prevents email from getting sent out.
