Symptoms

When attempting to login to Siebel Application after Upgrade from IP 2014 to Siebel CRM 20.2 Update on a new Siebel Server 20.2 installation the the following error occurs when the user login

SBL-UIF-00251: No content found in template!


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Siebel Application 20.2 upgraded environment.
2. After login the screen is not render properly and user get error SBL-UIF-00251: No content found in template!
