Enable Workspace After Flattening Fails with Error ORA-00001: unique constraint (SIEBEL.S_LST_OF_VAL_U1) violated (Doc ID 2662318.1)

Symptoms

After performing a flattenworkspace, fullpublish, while trying to enable workspace customer is getting following error in ws_seed_upd.log:
 


The issue can be reproduced at will with the following steps:
1. Run Flatten and Fullpublish with dropindex
2. Tried to run enable workspace
3. Enable Workspace fails with error above
