Symptoms
Some tags are given appearance of a header but are missing an Aria attribute to indicate it. For instance, the 'Change Position' view in User Preference has the following HTML tag:
To reproduce the issue:
1. Open Developer's tool in some browsers such as Chrome or IE11.
2. Navigate to: User Preference > Change Position
3. View the source of the page and notice the tag.
Due to this, it may affect accessible users per Section 508
