The Request Is Not Reaching XMLPReportServer Component After Siebel Is Upgraded to 20.x (Doc ID 2663620.1)

Symptoms

Siebel is upgraded to 20.2, post upgrade unable to generate BIP reports after successful integration of BIP with Siebel. Able to upload the report templates but request never reaches the XMLPReportServer component when we generate the report. The request is updated in the S_SRM_REQUEST table with status "QUEUED"


The issue can be reproduced at will with the following steps:
1. Complete integration of Siebel and BIP
2. Upload report templates - Successful
3. Generate the reports - No task generated for XMLPReportServer component
