Symptoms

Siebel fresh installation of 20.4 - Install database fails

ERROR

Unable to open input file "/u01/oracle/product/siebel/ses/dbsrvr/common/upd_license_keys.sql"!

STEPS
-----------------------
The issue can be reproduced at will with the following steps:


1. Install new Siebel 17.0
2. Patch Siebel to 20.4
3. Execute DB config utility
