Specified driver could not be loaded due to system error 126 When Trying To Test ODBC DSN (Doc ID 2665880.1)

Symptoms

When attempting to test ODBC connection on Windows 10 64-bit with Oracle Client 32-bit it gives the following error message:

Oracle client 32-bit is apparently installed as required.

Sqlplus cannot be executed using "sqlplus /nolog".

Dependency Walker utility shows that OCI.dll cannot be loaded when opening SEOr827.ddl for inspection. This DLL is provided by the Oracle Client installation.
