SMC Login Page with Error "HTTP Status 404 - Not Found" after Migration Installation (Doc ID 2669102.1)

Symptoms


When attempting to launch smc login after performing Migration installation the following error occurs.



STEPS
-----------------------
The following are the steps executed:
1. attached swse oracle home, example 

./runInstaller.sh -attachHome ORACLE_HOME=/app/siebel/sweapp/ ORACLE_HOME_NAME=SWE_HOME

2. run migration installation
3. when completed tomcat can come up but not smc
