SMC Login Page with Error "HTTP Status 404 - Not Found" after Migration Installation

Information in this document applies to any platform.
When attempting to launch smc login after performing Migration installation the following error occurs.
The following are the steps executed:
1. attached swse oracle home, example
./runInstaller.sh -attachHome ORACLE_HOME=/app/siebel/sweapp/ ORACLE_HOME_NAME=SWE_HOME
2. run migration installation
3. when completed tomcat can come up but not smc
