Public Sector SSO With Custom Solution Implemented With Springboot Framework/Nginx Fails Due to Double BackSlash In Session Cookie (Doc ID 2670916.1)

While replacing an existing SSO solution for the public sector portal with a new one based on Springboot Framework/Nginx  the following behaviors were observed:

1) Siebel responds with a redirect that includes double slashes.
e.g: hostname//siebel/app/peservice... notice the "//" before "siebel".

2) after working around this by removing a slash , the SSO solution issues a new call with gotoview to land the user in the correct siebel view.
That second call fails because siebel does not recognize the session cookie and instead behaves as if the GUEST user was being used.
