Siebel Remote: Transaction Router (TxnRoute) failing with 'DICFindDObjectId can not find dobj id' and SBL-TXR-00026 errors (Doc ID 2671815.1)

Symptoms

Siebel Remote / Replication / Anywhere - on version: 18.10 

On a Production environment, after performing an IRR migration, Transaction Processor (TxnProc) and Transaction Router (TxnRoute) were failing with errors:


ERROR
-----------------------

- for both components:

SBL-CSC-00213: Invalid visibility database. Shut down and restart *all* remote components using it (txnproc and txnroute) to rebuild.

- specifically in Transaction Router logs:
